 Is Linked Server/MSDE solution the best way to go for this problem?

that.

In addition, I have created an MSDE database on our tablet PC and haven't found a way to successfully 'broadcast' its presence to the SQL db server so that I can attempt to create a linked-server definition to it.

Do you have any thoughts as to how to make this approach work, or any ideas as to a better way to solve our problem?

You might want to look into serialized DataSets / DataTables on the client side. Do some searching on MSDN about disconnected clients.
