Yes, you can use SET ROWCOUNT to specify no. of records to be deleted.
Also check:
* whether you have any DELETE trigger written on the table which may be causing excessive time.
* Whether deleting process is blocked by some other process
* Any CASCADE DELETE option is specified on the table
