I've been asked to install the Report Designer on an end user machine. I know this will install a visual studio shell.

What are the licensing issues related to this?

The user needs a developer edition license of SQL Server if the user isn't covered by some other SQL license.

You really should talk with a licensing professional directly though. Talk with whoever you normally buy the licenses from.
