When comes to version selection of SQL Server, there are many factors which must be kept in mind other then size as Workgroup edition offeres you more then 500PB of database size. Have a look on complete list of features of different versions here http://www.microsoft.com/sqlserver/2008/en/us/editions-compare.aspx

Depends on how it's going to be used but I would have thought you would be in the realms of Enterprise or datacentre.
Given that you've had to ask the question I would expect Enterprise.

Have you considered whether you need that size of database and whether sql server is the best place to hold the data.

Maximum query performace will have more to do with the design and coding rather than the product.

Cursors are useful if you don't know sql.
SSIS can be used in a similar way.

I would suggest that this isn't going to go well.
Not the sort of thing you can build by asking questions on a forum. You need to get in someone with experience to help.
