What browser are you using and when do you see that message?

I'm guessing you see it when you go to a specific site and the site is wrong. Pretty much all of the newer browsers do support DHTML (JavaScript, CSS, DOM) so it's unlinkely that your browser does not support DHTML.
Web sites use various ways to detect what features a browser supports and often get it wrong so then they tell you your browser doesn't support something when really it does.
